J. P. Owens is a graduate of West Virginia State University. His bold colors and large scale oils, featured in the lobby, compliment the graphic architecture of the Robert C. Byrd United States Courthouse. The intricate detail of the prints, featured on the second floor, are created by the carving of linoleum and wood and showcase his passion for the process as well as his devotion to the landscape and beauty of his rural West Virginia heritage.
